Billy is a civil engineer named Governing Magazine's 2014 Public Official of the Year. At the time of this presentation, he was District One Secretary for the Florida Department of Transportation. He currently serves as Transportation Director for Orlando, FL.

In recent years there have been significant changes in the design and operation of urban roadways. Advances in technology are accelerating the pace of this change. At the same time many are working to create “Complete Streets,” others are focused on using technology to assist, and ultimately replace, the human driver. Shawn Leight, incoming president of the Institute of Transportation Engineers, discusses how to best include Bicycle Driving in future decisions that will move transportation forward.
